And now of course BDB passes unexpectedly. So I see few options:

0) Revert this commit, and do nothing. svn-breakage will be polluted
   by FAILs until the original bug is fixed.
1) Fix the actual problem, and stop tweaking the test suite.
2) Fix the delete test so that it returns early with SVN_NO_ERROR,
   if fs-type is FSFS.
3) Disable whole test suite for FSFS until this is resolved.
