Problem with comment message from file with 0x1A (escape)

Hi!
Seems that subversion incorrectly escapes commit comment from file,
when operating over HTTP. svn ci wc --file escape-comment.txt says:
svn: Commit failed (details follow):
svn: applying log message to
/try/!svn/wbl/69e2fd0c-82c7-2845-a749-435c3f7fe473/524: 400 Bad
Request

It reproduces every time when I commit something using log message
from file containing escape symbol (0x1A) (see attached
escape-comment.txt).

Server: Windows XP Prof, Subversion 1.2.1, Apache 2.0.54
Client: Windows XP Prof, Subversion 1.2.1
