[PATCH] Clarify Crediting

The text of the recent crediting section was a little unclear to me,
so here's a patch that clears up my confusion and hopefully does not
create anymore.

I moved the section about how to refer to committers vs.
non-committers closer to the beginning as it seemed important to
mention that early on. Then since I was there I made some tweaks to
wording and grammar in the section (Feel free to ignore those, too
bikeshed to worry about).

I have two questions though:

1.) For non-committers should e-mail's always be in <>'s, even if there is no
associated name?

2.) Can parenthetical asides follow after a name, within the same heading?
Like this:

Suggestion By: Fred <fred@fred.com>
(Reported the problem.)
                       Joe <joe@joe.com>
(Created the reproduction recipe.)
