In the meantime, it's been confirmed that this is indeed an issue with
bdb-4.3.27. I'll be posting a new version of the BDB binaries to the
download area shortly; anyone who's currently using svn-1.2.x on Windows
with BDB repositories can simply replace their copy of libdb43.dll with
that one.

I'll ship the newer BDB with the Windows binaries for the next SVN
release (1.2.2)
