A "patch" program that understands "svn diff" diffs

Of course we would like to have a tree-aware "svn diff" and "svn patch".

In the meantime, it's high time we had at least an external "patch" tool that
understands and acts on the current "svn diff" output including property
changes and whether a file has been deleted as opposed to merely truncated to
zero length.

Has anyone started work on such a utility?
