Um, no, Windows only has "posix compatibility" in the sense that they
added a few libraries to minimally satisfy DOD requirements. It's not
actually _used_ anywhere. Unless you are talking about Cygwin, which is
a completely different kettle of fish.

Windows only has Event Log supported at the O/S level. And that suffers
from the log rotation problems just as syslog does (and there are third
party tools to manage that).
