Clean up anchors

I found some minor problems related to the recent change that
converted the anchors in faq.html to divs with ids.

  (more-information):
    Removed duplicate <a> anchor.
  (bdb-recovery):
    Added backward compatibility div for "wedged-repos".
    Removed <a> anchor.
  (stuck-bdb-repos):
    Removed <a> anchor (div had "permissions" but that
        did not seem to match the faq so I did not
        put an extra div for backward compatability).
    Updated link to "bdb-recovery" faq
  (bdblogs):
  (bdb-cannot-allocate-memory):
  (db-recover):
    Updated link to "bdb-recovery" faq
