I didn't touch on that because I wanted to leave someone much more familiar with
the code to point out how inextricably linked the WebDAV code in Subversion is
with Apache. I think you greatly overestimate the capabilities of SOAP and
greatly underestimate the complexity of WebDAV.

I think there is little chance that writing a SOAP interface to Subversion
(whatever that means since SOAP is a transport layer not an application layer)
would have any bearing on using Subversion on a non-Apache web server.
