[l10n] PO maintenance on Win boxes

Today I found some old emails to this list about i18n/l10n
maintenance from Win boxes. Was there any progress on this subject?
Can someone with just access to Win maintain the PO files as easily
as if they had access to Unix?

After an HD crash, now I'm interested again on this subject. :)
