[PATCH] Bringing libsvn_wc/README up-to-date

Hi,

The README file in libsvn_wc describes the WC format briefly, but
inappropriately. During the 1.3 cycle, I'd like to do some modifications
to the WC format to speed some operations up. (These are described by
philip in notes/wc-improvements; I'll get back to that later).

To start I'd like to bring this file a little more into the modern era by
the attached patch. If any real WC hacker had some minutes to scan this
for factual inaccuracies it would be great.
