Because both the normal diff output and the new diff summary output might want
to have "quieter" versions - such as, for the former, not diffing added/deleted
files (OK, so there may be a separate option for that, but you get the idea).

If the new summary output was really just a "quieter" version of the normal
diff output then it would be fine, but what's being proposed is completely
different both in format and in content.
