[PATCH] Revert and svn:needs-lock

Any objections to committing this if it passes all tests? It's passed
ra_local on Windows and Linux so far.

Log:
Make revert restore the 'read-only-ness' of files with the
svn:needs-lock property set.

* subversion/libsvn_wc/adm_ops.c
  (revert_admin_things): Call svn_wc__maybe_set_read_only to look
  at the svn:needs-lock property and set read-only-ness accordingly
  after reverting file or property modifications.
