use-commit-times bug?

Good day,

When 'use-commit-times = yes', the timestamp checker in 'svn status'
thinks that all files have changed (because the timestamps are set to
the commit date), thus causing a full byte-by-byte compare of ALL files
in the repository. This is very slow.

Is this the intent?
