building on win32 (branko, you there?)

As many of you know, Erik and I share a win32 build system on my home
computer, I've given him an account accessible through windows RDP. As
a team, we've been managing win32 build-scripts (and nightly-tests)
based on the INSTALL instructions. Our scripts are here:

In any case, we're trying to get our ability to create binary .zip
distributions up to par with Branko's "official" releases, so that the
world doesn't always have to block on his free time. We've uploaded
.zips in the past, but they've never been quite as perfect as Branko's.

Branko, can you clue us in here?

We've built a 1.2.0-rc1 .zip, but

    * we have no .mo files. build_locale.bat isn't being run for some
reason...? The only difference between our .zip and Branko's is that
he includes share/locale/*.

    * how does make_dist.py actually work? If you look at our own build
scripts, we're just manually assembling stuff the way INSTALL
describes.

    * is INSTALL out-of-date? It seems to make no mention of compiling
.po to .mo, nor does it mention your new intl3_svn library stuff.
