Unfortunately, yes. There's nothing we can do about that; 2.0.54 will
(among other things) fix a bug where the Windows mod_dav.so didn't
export all the symbols necessary to implement locking. Since there's no
way to build a 1.2 server without locking support, an Apache upgrade
will be necessary on Windows.
