Since the property name "svn:needs-lock" originated when the server was
actually going to enforce the "needs to be locked" behavior, and that
idea has changed, I think the property name may be outdated. Karl's
suggestion of "svn:wants-lock" or something similar that conveys the
true nature of the property would make more sense.

svn:please-lock ?
svn:unmergeable ? (the real reason behind wanting a lock)
