Our OS/400 product does not use lock comments, but it does require/allow
you to specify the issue ID you are working on. That is useful to us for a
couple of reasons:

1) Reporting/Analysis
2) If I want to lock something that is already locked, I can usually get a
good idea of what to do by looking at the issue that the other programmer
is dealing with.

So I think it CAN be useful.
