autoconfigury patch

Just FYI, I needed the following patch in order to be able to compile svn
from a fresh checkout with the latest autconf/automake/libtool. (aclocal.m4
should be deleted: aclocal does the right job of recreating it - practically
identical output, and it automatically won't include things which are not
needed. Also AC_DEFUN needs a quoted argument, as future incarnations of
autotools may re-evaluate the AC_DEFUN twice leading to double expansion)
