I understand your concern now. If we put out

   subversion-X.Y.Z-prerelease.tar.gz

and that gets tested and signed and eventually released, then we just
knock the "-prerelease" off the name and release that exact tarball.
But if it *doesn't* pass the test-&-sign stage, then we don't ever
release

   subversion-X.Y.Z.tar.gz

Instead, we start over with

   subversion-X.Y.<Z+1>-prerelease.tar.gz

So, we'd still avoid the jump-the-gun problem, but we wouldn't avoid
the toss-the-release-number problem (but that's okay, as that was
never considered a big problem by anyone anyway).

I think I'm okay with that policy, if I've summarized it correctly.
But instead of committing to it like a real mensch, I'll be all
wishy-washy and tentative and see what others think about it first.
