FWIW, there was a point where I didn't have sussman's CHANGES file (I forgot
to update trunk) and I created my own CHANGES file and indeed I had it listed
as a user-visible change. However, sussman had it listed as a
developer-visible change and I didn't feel like changing his wisdom (as he
wrote the CHANGES in the past).

So, it seems that at least two people think it is user-visible too. =)

When I send out the 1.1.4 announcement, I'll tweak it so that my email says
mailer.py is user-visible; but the tarball won't list it as such. -- justin
