TortoiseSVN doesn't use your tarball, it pulls from your tags. So once you
tagged that was a signal that it was OK to go.

Plus given that it looked like 1.1.4 was going to come out at the beginning
of the week, when everything was merged, it left those of us that live
downstream chomping at the bit.
