Backport voters required!

Both Debian and Fedora releases are approaching in the not-to-distant
future, and both of them have upgraded SWIG beyond 1.3.21. It would be very
nice if we could get the just-nominated SWIG 1.3.24 compatibility into a
real 1.1.x release for these distributions to use.

Also, there are copious other nominations in STATUS, including Win32
compatibility for mailer.py, and two seperate dataloss fixes and a crippling
memory pool misuse for svndumpfilter.

So... let's get voting! :-)
