I'm not suggesting that Subversion add that restriction, but that if you
are using a locale - and case sensitive filenames - your life will be
much happier if, _as a project_, you enforce some sort of sane locale
restrictions.

Just turning 'use locale;' on isn't ever going to be the right answer by
itself, especially since several Linux distros are shipping with UTF
locales activated by default (RedHat and SuSE for sure, I'm not sure
about Mandrake).
