On Fedora Core 2, I just copied tools/xslt to /var/www/html/Subversion,
added 'SVNIndexXSLT "/Subversion/svnindex.xsl"' to my repo description in
/etc/httpd/conf.d/subversion.conf, and edited
/var/www/html/Subversion/svnindex.xsl to change the path to the CSS file to
"/Subversion/svnindex.css".

Is there any strong reason to keep the style sheets in the document root?
Or is that done because most people assign separate virtual servers for
their repository servers, so there's no need to compartmentalize different
functions into different directories? (I'm running under SSL and I don't
want to allocate another IP address to get a different host name.)
