SWIG 1.3.24

Hey, I have some time to look into getting SWIG 1.3.24 working this week.
Before I dive in, from a previous email, it seems like you have gotten the
patch somewhat working (said mailer.py is working). What is the current
status of getting the latest SWIG working with the latest subversion? What
work needs to be done? Which versions/branches of the subversion code are
updated, and which are needed to be updated? Do you have a copy of the
patch so we are both working on the same thing?
