What is svnindex.xml?

Doubtless it's totally obvious to everyone else, but ... what is
tools/xslt/svnindex.xsl? It seems to be for transforming some XML into an HTML
page, but what's it's input?

1. If someone could write a three-line comment to put at the top of it, that
would be marvellous.

2. The reason I'm asking is I'm looking for a place to put DTDs. If
svnindex.xsl is interpreting the output of "svn log --xml", then would this be
a good directory in which to add my "log.dtd" (a DTD for "svn log --xml") and
"list.dtd" (for the new "svn list --xml")?
