I'm not objecting to its presence.

I am objecting to its undiscussed presence, and the illogical-ness of
applying it to only one specific subtree of the repository.

Based on the info about tsvn behaviour that has been provided, I think the
correct thing to do would be to set it on each directory that would be the
root of a checkout for a substantial number of people.

i.e., trunk, trunk/subversion/po, and possibly some dirs for the book.
