Actually, environment variables are not passed through to the hook scripts
(see svn_io_run_cmd with the NULL argument for env). Greg Hudson and I had
a discussion about that recently on here. The precedent in httpd is not to
pass them, however it's semi-reasonable to expect that for SSH. -- justin
