Think of it as "mostly no but sometimes yes." It may be that I don't mind
caching the password to my own personal repositories, but I might not want to
cache the password for some external repository (lest someone hack my machine
and then add a trojan to some project I happen to have write access to).

And the obvious drawback that it isn't written yet, so we cannot use it for
1.2.0... ;)
