I don't believe this assertion is true, and would like to see the data
that backs it up :-).

True, many security-conscious sites these days do insist on
CVS-over-SSH. But plenty still use plain old pserver, shocking as
that may sound. I haven't done a formal study, but I don't think
pserver is vanishing as rapidly as you imply.
