Status of the various bindings

In response to issue 2168, I've been thinking that we should have a document
which summarizes the status of the various language bindings.

Here is what I think I know. I invite anyone to correct and expand upon
this:

SWIG-Java:
Not modified since before 1.1.0.
Are these dead?

JavaHL:
Alive, and providing a useful coverage of the svn_client APIs, but not does
not attempt to expose other areas of the svn APIs.

SWIG-Python:
Alive and quite complete in the svn_fs and svn_repos APIs. Mostly untried
and with large holes in other API areas.

SWIG-Perl:
Thanks to clkao's huge amount of work on SVK, these are in pretty good
shape, with the exception of svn_wc (and svn_client?), because SVK doesn't
use 'normal' WCs.
