No, there's no dispute.
My memory is that there was some deep problem in implementing this
reliably. Otherwise, we would have done it -- the current situation
is inconvenient for users. Unfortunately, this issue
http://subversion.tigris.org/issues/show_bug.cgi?id=667
doesn't say much about the implementation difficulty. I guess we had
those discussions on dev@, but never put the archive links into the
issue :-(.
(See William Uther's comments of Jun 25 2002, and the followups. Note
also issues #1495 and #2010, but those are not really about the same
problem.)
Anyway, I think it's time to revive this issue. Either we should
remember why it's so hard to solve, and say that in the issue, or we
should fix it! If you can restart a discussion about it on dev@, that
would be a big help. Even better would be if you had time to dig in
our archives from way back, and see if you can find any threads that
talk about this bug, explain why it's hard to fix, etc. But I
understand you may not have time to do that much research.
I know you don't want to "start a discussion", you want the problem
fixed. I completely sympathize. But I don't even have a Windows
environment here to trace this on, so all I can do for the moment is
give you some context, and suggest where/how to take the next steps.
