Ben Reser already responded beautifully, and I agree with what he
wrote, so I won't repeat that part here.
I'll add a question, though:
What specific problems were you seeing, to make you feel like more
translation process was needed?
We do best when we start from well-described problems and work toward
solutions. But I couldn't recognize the problems your document was
trying to address.
Also, it's extremely verbose. It spends too much space defining
roles, saying that people should be dedicated, work hard, make the
project look good, etc. For example:
However, in the case of working as a translator, on top of
following the same rules as the other translators, the coordinator
has to be a model of dedication. This means he will work on the
translation frequently and constantly, in order to encourage others
to collaborate. This continuous and uninterrupted work has the
objective of showing to the public that the project is not "dead"
and goes on, at whatever speed is possible.
Or this:
As translator he is required to know deeply the Spanish language in
order to be able to choose between translation styles. After all, a
translation cannot be literal, and concepts end up being
"rewritten" with other words. As such, he can and has to influence
the translations of others for the final style of the whole project
to be perceived as a single work by any reader.
This stuff is all obvious. Anyone who doesn't know it already, isn't
going to learn it from reading a file :-). The verbosity is not only
unnecessary, it is actually harmful, because it distracts the reader
from more important material.
You're doing terrific work with the Spanish translation, and I don't
want to stand in the way. But we can't impose process on other
translators who were doing fine without it.
