If I run ./autogen.sh on the locking branch, it will generate
   subversion/svn_private_config.h.in,
but not
   subversion/svn_private_config.h

which is included by subversion/tests/svn_tests_main.c

Autoconf hickups perhaps?

The system is very same which runs all others tests, so it should be
sane. Or so I hope.
