When we realized this there wasn't sufficient time to change it before
we released 1.1.0 because it would have resulted in a resoak under our
policies and we deemed it not worthwhile. Then it was forgotten for
1.1.1. Issue #2109 is now open and assigned to me so we won't release
1.1.2 without at a minimum disallowing 1.3.22 or newer.
