That's great, Peter. There's already 4 new RA functions defined in the
locking branch for ra_svn/svnserve to implement. And there's 5 new
svn_fs.h locking functions for svnserve to call. You just need to
link those two worlds.

Please feel to commit away to the branch, and ask me any questions
about interfaces. :-)

(I'm busy working on mod_dav_svn right now, and I think that fitz is
going to start working on FSFS locking on Monday.)
