Bite-sized issues - not?

I was looking through the bite-sized issues
(http://subversion.tigris.org/project_tasks.html).

Issue #783 - Construct a notification system for properties.

The original subject of this issue was bite-sized, but the current subject is a
bigger task and involves API changes. I felt that it therefore is no longer
bite-sized, and changed it accordingly. I hope this is OK - perhaps I should
have asked first.

Issue #630 - svn_ra_dav__get_file needs to handle base text case

This sounds like an even bigger task - there is some deep discussion about it.
  So have removed the keyword from this as well.
