Does $Id$ break HACKING policy?

From: Øyvind A. Holm <sunny_at_sunbase.org>

HACKING and TRANSLATING states that files in the repository should not
contain user names. Does this include use of the $Id$ keyword, as it
contains a user name? $Id$ is my favourite keyword because it's very
compact and uses GMT in the time stamp. Should I use $Rev$ $Date$
instead, or is the use of $Id$ "allowed"?
