Locking: please focus on functionality first

Please help us to sort out the functionality and semantics of locking -
what exactly we want to be able to do with it, and why, and what it
means - before worrying about User Interface issues such as whether a
lock is released or retained by default on commit. Those UI issues are
important, but are not so urgent, and are diverting energy from getting
the locking feature designed.

Read notes/locking/locking-functional-spec.txt and propose improvements
for the parts that don't make sense or fit together properly.

I hope I'm not out of order in this request.
