RFC: Are new translations a feature or bugfix?

I'm mailing the list before I'm doing this.

Personally I don't think translations are either a feature or bugfix, since
we can be forward and backward compatible within a 1.1.x line of development
while adding new translations in 1.1.x releases, I'll be copying new
translations to 1.1.x when they are sufficiently complete.

Objections?
