Current code generates a default svnserve.conf with:

### The password-db option controls the location of the password
### database file. Unless you specify a path starting with a /,
### the file's location is relative to the conf directory.

Do you think this is still confusing? The [users] section doesn't
belong in svnserve.conf at all; it belongs in the password-db file.
