[PATCH] Add javahl-javah to libsvnjavahl dependencies

PROBLEM WE SOLVE:

This patch adds javahl-javah to the libsvnjavahl dependencies so that
the libsvnjavahl and install-javahl-lib targets will work. This patch
depends on my previous fix to the JavaHL dependency system (See
<http://www.contactor.se/~dast/svn/archive-2004-09/0649.shtml>)

This patch brings us closer to solving issue #2039
