Branko's veto of r10819

A few weeks ago, Branko questioned why r10819 was written as a
Unix-specific change and stuck:

       -1: brane [until someone explains to me why this should be a
                  Unix-only change]

in the STATUS file.

In http://www.contactor.se/~dast/svn/archive-2004-09/0209.shtml, Max
confirmed that Windows does not appear prone to a process startup
condition where fds 0-2 are unbound.

(Reviewing
http://www.contactor.se/~dast/svn/archive-2004-09/0211.shtml, it
appears that Branko may be concerning himself with the case where fds
0-2 are bound at process startup, but are later closed by the
application. r10819 is not really intended to address that case,
since if the application is closing fds 0-2, there's no reason to
expect that it's doing so prior to a call to
svn_cmdline_initialize().)

Branko hasn't responded to Max's mail in five days. On IRC, several
of us agreed that the condition of his veto has been satisfied and
that having a veto stand is conditional on being around to comment
when your concerns are addressed. So, here's notice that we feel the
veto is defunct, and are likely to ignore it come Monday.
