[PATCH] Appendix D: Third Party Tools -> Mention Scmbug

Hello,

The attached patch mentions Scmbug
(http://freshmeat.net/projects/scmbug/) in Appendix D, under the "Higher
Level Tools" heading. Scmbug is a tool that integrates software
configuration management with bug-tracking, and supports Subversion. I
wouldn't call it a higher-level tool, but the other sections don't seem
appropriate either.
