My general impression (my impression only) is that the "core group" is
devoting brain cells to problems in this order:

  * get 1.1 finished and out the door this month.
  * get reserved checkouts (locking) designed and coded this autumn.
  * design/implement merge-tracking sometime after that.

Vaguely, in the back of people's minds, are the more distant tasks of

  * redesigning the WC layer
  * implementing ACLs in the repository
  * implementing a SQL repository back-end
