Hi!

In HACKING there is a section called "Stabilizing and maintaining releases".
That section describes the merge policy on release branches. Partial
committers can merge changes within their area of approval if they follow
the procedure outlined there. The section takes special care in explaining
the situation for translations.

If you have any questions, just send them to the list and we'll try to
answer them.
