I would be very surprised if it was a problem with the dumpfile
generation in Subversion 0.32.1. It's a lot more likely that the problem
happened when the file was added to the directory. Subversion has not
been good at verifying that stuff that's supposed to be UTF-8 is valid
UTF-8, so if you had a file with an invalid UTF-8 name, and you were
running in an UTF-8 locale, a file could be added without errors. I
vaguely recall that code has been added to validate the UTF-8 some time
ago, but I can't recall the details.
