Web-based Access control file for authz_svn module

I've become quite a fan of the authz_svn module config file. But now
I want to dumb it down for other admins by putting it on the web in a
frontend.
I've been looking into perl modules that can help with this but they
all seem lacking so far.
Config::Yacp is the most promising as it abstracts the interface to
the config hash via accessors and mutators. The only problem is that
this pm seems to choke on [repos:/path] sections and @group
parameters.

Is anyone aware of a more subversion-friendly perl module for editing
ini-style files like the ones used with authz_svn?
