So, I should follow-up here with the workaround (thank you, Fitz).

You use my script (fixed to do the changes table) to get immediate
inability to use Subversion to get at the data. Then you dump the
repository, and load into a new one (doing the game where you do
incremental dumps of the revs you missed while loading, etc.), and
then finally swap in the new repos (or, just the db/ subdir of the new
repos).
