I think I found out what's happening.

My repository is laid out as
PATH/trunk/Project1
PATH/trunk/Project2 etc.

Now if I start the svnserve process as svnserve -d -r /PATH/trunk, I get
the weird behaviour in case of copy but surprisingly everything else
works. If I start the server as svnserve -d -r /PATH all is good.

I did not want my repository to have the trunk, branch, and copy
folders. But unfortunately I got them from cvs2svn script.

Anyway this of course is not a bug, but rather incorrect usage by me.
